近年來面對醫療迅速發展的科技時代,以病人為中心的醫院藥劑部門對於提升病人用藥安全與流程管理極度重視,醫院藥局主要負責管理藥事安全作業、藥物諮詢業務、臨床藥學服務、藥事行政管理等等,由於醫院體制與營利組織不同,醫院藥局管理目前並無一套完善管理準則,藥事人員對於醫院藥局的工作覺得疲勞煩心,導致向心力差造成醫院藥局人才不足日益嚴重,為探究此一領域人才短缺問題和因應方向,本研究將依據醫院藥局主管接觸醫院藥局管理經驗,藉由層級分析法找出醫院藥局管理成功的關鍵因素,運用平衡計分卡的四個構面,協助醫院藥局管理者提升管理品質及作業流程的順暢,並解決藥師人才短缺問題。研究發現:在醫院藥局管理導入平衡計分卡成功關鍵因素之四大構面重要性當中,其中以流程構面最為重要,其次為學習構面和顧客構面,相對而言財務構面則在為最後一項構面;12項策略主題的權重排序,以營運流程為最高,其次為服務流程,再者為積極主動和創新流程,最低的三項則為形象商譽、營收成長、資產利用,再根據模糊理論方法更進一步探討變數彼此之間的關係量化分析及三維圖繪製,探討兩兩影響因素之間的關係,最後提出醫院藥局管理導入平衡計分卡之策略與後續研究建議。
In the era of speedy development of science and technology, medical care has witnessed the rapid progress of hospital management, and the patient-centered pharmacy departments in hospitals have attached the importance toward improving medication safety and process management. The hospital pharmacy is primarily responsible for managing pharmaceutical safety practices, drug consultations, clinical pharmaceutical services, and pharmaceutical administrations. Currently, the management of hospital pharmacy is lack of a successful set of management criteria because the system of hospitals is different from those of for-profit organizations outside hospitals, and pharmacy staffs easily feel tired and annoyed by their works. These phenomena result in the poor solidarity and the increasingly severe issue of talent shortage. To explore the issue of talent shortage, this study adopts the method of analytical hierarchy process (AHP) and fuzzy analytic hierarchy process(FAHP) to explore the key influential factors for the success of hospital pharmacy management. The four perspectives of the balanced scorecard (BSC) are used to help hospital pharmacy managers improve management quality and facilitate operation procedures, as well as solve the problem of shortage of pharmacists. By introducing the balanced scorecard, the study finds that among the four key perspectives of hospital pharmacy management, the perspective of internal business processes is the most important factor that managers should take into account, followed by the perspectives of learning and growth, customer, and finance. In terms of the weights of twelve indicators, the operation process and service process top two important indicators, and the lowest three are the image and reputation, revenue growth, and asset utilization processes. Finally, this study proposes the strategies for hospital pharmacy management by introducing the balanced scorecard and recommendations for follow-up studies.
