本文首先討論資源經濟價值之意涵，說明資源保育的哲學觀與資源經濟價值的組成，由此認定資源價值之產生，乃直接或間接建立於滿足人類之偏好。為具體衡量資源之經濟價值，繼而採用選擇式與開放式結合的條件評估法，分析全國800戶非居住於墾丁國家公園的一般民眾，及200戶居住於墾丁國家公園的當地居民，由其評估對維護墾丁國家公園資源不再持續惡化之願付價格。結果顯示，由平均每戶每年願意支付之金額，估算而得全國未曾使用過墾丁國家公園之任何資源，而願意保育該資源之價值總和大致為每年5.12億元左右，由於對曾經去過墾丁之一般民眾每年的價值為53.56億元，因此，一般民眾不論去過或未曾去過者之價值總和約為每年58.68億元，此外，對居住於墾丁國家公園當地居民之價值為每年約450萬元，故而，全國所有家戶單位對維護墾丁國家公園資源之價值總和約為每年58.72億元，其區間推定則為57.14億元與60.30億元。 最後，經檢定抗議性樣本與有效樣本的差異得知，政策所關心的資源價值之不同，將影響由本文所估算之公園資源總價值選用之參考依據。尤其，當地居民不同職業別屬性對支付費用以維護墾丁國家公園之資源，所顯示出的兩極反應，實為未來管理公園資源的重要參考訊息。

　　　　　This study has firstly discussed the philosophical view of natural resource conservation and the components of economic values. It is concluded that the economic values are values are directly or indirectly related to the satisfaction of human preference. An experience learning decision process of combining both dichotomous-choice and open-ended contingent valuation format is designed. The model is applied to a sample of 800 nonresidents and a sample of 200 residents of Kenting national park for evaluating the maintenance of all related resources in the park. The results have shown that the aggregate willingness to pay for maintaining resources in Kenting national park is 0.512 billion revealed by non-residents. And the total mean willingness to pay for those visited or not visited the park is 5.868 billion per year. Furthermore, the overall mean willingness to pay for all residents living in the park is 5.872 billion. And the interval estimation of mean willingness to pay is between 5.714 billion and 6.030 billion. However, there is certain amount of protesters who are unwilling to pay for conserving the resources in the park from the survey. Impacts of the protester sample on the aggregate willingness to pay for resource maintenance depend upon the value focused. If the focus is on the value revealing by certain "users" of the park then some of the values presented above should be applied with conservation. On the other hand, if the aggregate value is the center of the attention then the values evaluated in this study can be utilized with certain degree of confidence. Moreover, the protesters for the sample of residents living in Kenting national park mainly are farmers and fishermen. This phenomenon deserves attentiveness for the management of the park in the future.
