　　　　　圖書館評鑑是對照圖書館之既定目標評量圖書館業務進展之程度與其達成之成果。圖書館業務與服務績效評估，有助於圖書館預算之爭取與通過，長期經營目標之擬訂與執行，以及人力物力財力之妥善分配與運用。然而績效評估在圖書館之施行，往往因其理論過於抽象、方法過於繁瑣而推行不易。因此之故，本文對圖書館績效評估作深入深討，並綜合研探圖書館績效評估之設計與施行，以作為圖書館實施績效評估之參考。 具體而言，本文之研究目的如下：探討圖書館績效評估之意義、內涵與相關文獻；研析一般圖書館、公共圖書館與學術圖書館之績效評估；研析1998年國際標準組織頒布之圖書館績效指標（ISO 11620）；綜合探討圖書館績效評估之設計與施行，並對圖書館效評估之實施提出建議。
　　　　　Library evaluation is to measure how effectively and efficiently a library is meeting its self-identified goals and objectives. Library performance measurement is helpful for library to acquire funding, to identify library management objectives and their implementation, as well as the allocation of library manpower, budgets, and resources. But due to its abstract in theory and complexity in practice, the library is difficult to implement library performance measurement. It is for this reason, this paper is to discuss the theory and practice of library performance measurement, and hopefully the conclusion of this study will assist library in its design and implementation of performance measurement. To sum up, the goals of this paper are as follows: to discuss the meaning, the content, and related literature of the library performance measurement; to discuss the library performance measurements of general library, public library, and academic library; to study International Organization for Standardization's "Library Performance Indicators" (ISO 11620, 1998 ed.); then finally to make suggestions about the design and implementation of performance measurement in library.
