危機管理是現代政府施政績效的重要指標。政府要能執行高效能與效率的危機管理,須首先瞭解危機的本質,掌握危機的生命週期,將危機視為一個持續不斷的過程。在危機預防階段建立危機風險評估與危機壓力表,編製危機管理手冊。在危機發生期間成立危機管理小組與發揮發言人制度。在危機管理結束階段,要重建政府的公信力,並進行績效評估,防止危機的再發生。政府也應與民間的社會資本結合,以彌補在危機發生時政府角色與資源的不足。
