美國行政部門包括國務院、國防部與國安會，在外交決策過程中各有角色扮
演。國務院主要負責外交政策執行，扮演對外溝通者的角色，重視談判與協商；
國防部負責嚇阻戰爭發生；國安會則負責對外交決策過程的管理，確保總統的外
交理念得以落實。布希（George W. Bush）總統上任後，美國政府的外交決策展
現「同儕模式」決策特質，結果導致外交團隊在布希的第一任期內對外交路線出
現公開歧見。為了防止行政團隊的路線之爭延燒，布希在第二任期展開後，隨即
任命主要親信入主國務院、國防部與國安會等外交決策部門，希望在任期結束前
落實外交施政理念。觀諸布希新外交團隊成員的政策理念，可發現主張「現實主
義」、「新保守主義」與「自信式國家主義」的官員，已全面入主美國外交決策
機構，未來「務實派」與「強硬派」的觀點，勢必主導布希政府的外交政策路線。
The U.S. administrative departments, such as Departments of State, Pentagon,
and National Security Council, have their own role to play in the process of foreign
policy decision-making. As Department of State takes charge of foreign policy
implementation, Pentagon is responsible for deterring war, and National Security
Council is set to manage the decision-making process. President George W. Bush’s
foreign policy decision-making was characterized by the operation of “collegial
model,” causing public disputes over U.S. foreign policy line among different
governmental departments in Bush’s first term. To prevent such problems from
worsening, Bush has appointed his loyalists to the key posts for foreign policy
decision-making. Those who argue “realism,” “neo-conservatism” and “assertive
nationalism” have become the core of new foreign policy team in the Bush
Administration. Given this, it is likely that “pragmatists” and “hardliners” would
dominate the future development of the Bush Administration’s foreign policy.
