在全球治理脈絡下，組織性犯罪已漸從國家擴及為國際安全上之威脅，且特別是此種犯罪已涉及跨國活動，致必須各國共同加以打擊。對於組織性犯罪理論之建構已漸朝向多學科方向努力，並擷取不同方法與觀點加以解釋，可概歸類為三個主要的理論模型，即「外國人同謀／官僚制度」模型、「保護者─顧客關係」模型與「企業途徑」模型。目前國際之防制作為，是以系統性途徑找出對付組織性犯罪之最有效策略，並聚焦於目標與政策兩個要素。然實踐上之最大困難，仍在於各國間如何有同樣強度之打擊共識，才可能將各種配套措施作最佳之運用。
