摘 要 本文以傅柯對於治理意識的分析做為一種方法，嘗試對公共治理的主流 模式（公共管理）進行反思。作者認為，總結二十世紀公共治理的主流模式 背後所蘊含的意識，包含以下三個面向：1.價值取向—效率；2.決策思維—工 具主義；3.基本規則—將人予以類化。作者試圖指出，此種治理意識將導致公 共治理實務陷入目標錯置的謬誤，使得公共治理的實務人員喪失價值反省的 能力，進而戕害了公共治理應具備的道德關懷本質。
Abstract This article attempts to deconstruct the dominant model of modern public governance and the author used the Michel Foucault’s method while he have analyzed governmentality of modernity. In this paper, therefore, the author analyzed the dominant discourse of modern public governance and found that its “mentality” contains three dimensions—1. Value orientation: efficiency; 2. Decision mindset: instrumentalism; 3. Basic code: classification of humanity. As a result, the author points out the governmentality cited above cannot completely describe the essences of public governance, then it may cause major agency of public governance— “public administrators” —losing their capacity of reflection, and finally it may erode the nature of moral concern of public governance.
