Like Taiwan, the tiny Hong Kong is making big progress despite the scarcity of natural resources. This paper investigates the reason of Hong Kong's stability and prosperity by taking a look at how human resources of high quality are educated. By means of document analysis, we dig into the background, policy, and execution of vocational education in Hong Kong. We find that the government of Hong Kong has well coordinated the education of human resources with economic needs. An abundant fund, a long tern training and a reform of 334 systems that can be connected internationally, and so on, have been the true factors behind Hong Kong's success.
