Ten years after the Domestic Violence Prevention Act enacted, the Domestic Violence report rates has been steadily increasing while the court-order batterer education programs issued by the judge still limited. Reasons are including the batterer is reluctant to participate the program, the recognition the importance of the batterer education programs by judges are varied, and the measurements of the programs are insufficient. This paper is an attempt to explore the interactions among the batterers, social worker, facilitators, and the judges through an action research on the cognitive education program in a local court to understand the problems and the challenges of domestic violence. This study found that there is no sufficient communication among the domestic violence agencies, most of them are on their own. The coherent networks and more cooperation are needed among the domestic violence agencies. In particular, the justice system and the judicial yuan need to play the leading role to stop violence against women.
