目的：本研究旨在探討英國職業足球運動政策之制定與發展，以英國政府推動相關運動政策之計畫書內容及其實施成效。方法：藉由質性內容分析法（文件分析法）及訪談方式，進行相關資料蒐集，闡明英國職業足球運動發展之經驗。研究結果發現，政府因爲不同層面的考量而介入運動產業，而政策的推動得藉公權力的支持，透過稅賦、預算掌控、道德勸說及法律規範等手段，引導足球運動相關產業的發展。政府不能將施政考量，強迫體系中相關行動者接受、配合，必需透過協調、合作等互動方式，才能達到政策之綜效。而在政府涉入／引導職業足球體系發展的過程中，相關政策(Football Task Force)的建構及後續影響、建立足球教練與選手的專業養成系統以及職業足球體系合理有效的管控，值得吾人關注。

The aim of this research seeks to investigate British government sports policies in developing professional football industry, as well as to probe into successful factors of this development. In doing so, a major attempt of this research will be made to synthesize this evidence to generate a framework for an examination of the successful management by reviewing of documentary materials and the conducting of interviews. In total, 8 interviews were conducted and 151 documents were reviewed. The article concludes that government's policy in relation to professional football illustrates the use of some major tools of political governance in sport, namely tax, the use of financial incentives, moral persuasion, and the use of direct regulation. It could no longer simply impose its will without negotiating with the other interested parties and organizations as synthesis of different interests will be achieved only through the interactions of negotiations, cooperation, and so on between actors. Finally, three major concerns were identified: the establishment and its impacts of the Football Task Force; the professionalism in relation to the development of fostering systems of coach and young players; and the control of the entire professional football system.
