Using Delphy and Analytic Hierarchy Process methods, this study explores the critical success factors of community development after literature review. Result shows that there are six critical success factors. They are ambition for challenge, creativity, negotiation ability for organizational conflict, support of community organization, nurturing new leaders and effective communication. Theoretical and practical implications for community developments are suggested.
