氣候變遷 (climate change) 及其引發的不利影響，乃人類共同關心的問題，引起各國及國際組織的重視，形成當今一項全球性議題，同時也將深刻影響人類的未來。政府間氣候變遷專門委員會 (Intergovernmental Panel on Climate Change; IPCC) 於2007年發表的第四次評估報告 (the Fourth Assessment Report; AR4)，界定氣候變遷的科學定義是：「氣候變遷是指氣候狀態的變化，並得以透過其特徵的平均值及⁄或變率的變化予以判定，例如利用統計檢驗。氣候變遷具有一段延伸期間，通常為數十年或更長期間。氣候變遷乃是隨時間發生的任何變化，無論是自然變率，亦或人類活動引起的變化」(Intergovernmental Panel on Climate Change [IPCC], 2007: 30)。本項定義有別於《聯合國氣候變遷框架公約》(United Nations Framework Convention on Climate Change; UNFCCC) 1 一般僅限人為活動的定義。
