國際關係對於單極體系的權力轉換，多引用霸權更迭的相關論述，不過對於現狀單極獨霸國暨崛起強權如何認知權力重分配過程及主宰地位的變化，仍有待進一步的探索。美國與中國大陸學界認知美國衰落的觀點，提供吾人檢驗單極獨霸國暨崛起強權如何回應獨霸國衰微的絕佳機會。本文從單極體系內權位競逐的結構性背景出發，觀察美國暨中國大陸對於美國權位衰落的認知歧異，解釋當今美、中高度不信任的根源，探索單極體系轉換過程中因為結構性認知歧異，所影響的國際衝突／穩定趨向。
Hegemonic transition was been explored in many ways, yet there has been little research into the question of how a unipolar hegemon and a rising power perceived the redistribution of power and a shift in the status of the global leader. Given that the United States and Mainland China perceive a decline of American hegemony, we have here a perfect case to examine how a unipolar hegemon and a rising power interact when faced with hegemonic decline. Starting from the structural factors of power and status competition in the unipolar system, this article explores how the difference in perception of the United States and Mainland China with regard to the USA's hegemonic decline. This article concludes that the promotion of the ”new type of great power relationship” faces huge challenges in how to manage the USA-PRC strategic tension.
