制度部門化的化約主義讓原住民產業的永續發展面臨社會創新以及邊緣翻轉的雙重挑戰，亟需將化約制度以全觀論進行再制度化。其核心策略便是發展一個能夠發展社區或部落內包的產業生態系統，讓各種分立的主要產業活動整合在一個以多重盈餘為目標，以社會創新為方法的部落環境中。從過去原民產業次級資料中，進行組織與環境優劣的問題分析，本文嘗試從原住民主要的產業活動中，模擬描繪一個全觀的、產業功能互依的產業生態系統，把相關理論如社會創新、產業生態系統、化約與全觀論，置於一個與經驗研究資料對話的文本脈絡中，重新省思過去原民產業因為化約部門主義 所生的限制，並據此進行政策建議。據此，原住民產業政策的選項就必須要呈現完整的原住民產業生態系統。必須涵蓋一個可自主營運的社會金融理財機制，以社區創新創業的自我賦權為驅動模式， 將部落社區的永續樸門農業、文化創意產業以及照顧服務部門整合在一個以永續部落為願景的生態系統中，創造可持續營運的商業模式，翻轉原住民長期以來因為制度部門化約主義—過度依賴或過度 競爭—所導致的邊緣性。

Institutional reductionism challenges sustainable development of indigenous industry by social innovation. Need a reductionist system be reinstitutionalized on holist concepts? If yes, its core strategy would be an insourcing business ecosystem in tribes, so that the discrete industrial activities can be integrated in multiple bottom-lines through social innovation. Analyzing the secondary data of organizational constraints of indigenous industries, the paper attempts to depict a holistic business ecosystem of indigenous major industries which are functional interdependent. Theoretical references of social innovation, business ecosystem and holism are confronted within empirical contexts. The reductionist restrictions against indigenous business development will be reflected in political recommendations accordingly. The alternative of indigenous policy displays business-interconnected ecosystem. A social banking mechanism must be embedded self-sufficiently for driving the tribal empowerment through social innovation and entrepreneurship. The permaculture, creative industries as well as care service business are integrated in the sustainable business ecosystem. The marginality of indigenous people which is caused by over-reliance and over-competition under reductionist policy will change.
