The study explores institutional change and effectiveness of the special examination for indigenous persons. In addition, the author collects the data of recruitment for indigenous civil servants in Hualien and Taitung areas since last 3 years, and to analyze the distribution of recruitment about grades, categories, job contents and workplaces. The study not only helps to understand the special examination for indigenous persons, but provides important inspiration and advice in the local governance for Hualien and Taitung areas.
