「災害發生—災後重建—災害再發生」是一個世界上普遍發生的惡性循環現象，對生命及財產造成嚴重的威脅，如何降低災害的損害成為災害管理者的一大挑戰。過去的洪水防治政策總是支離破碎，且對降低災害損失沒有太大的幫助，本研究主張「整合性」為災害防治的最佳策略，透過「災害防治理論」與「洪災防治實務」的文獻分析，進而提出一個完整且系統化的整合性防洪架構。整個架構包含三個整合層次(政策整合、資源整合、知識整合)、七個整合向度(意識形態的整合、防災議題的整合、防災階段的整合、跨部門的整合、跨地域的整合、跨領域的整合、防災科技的整合)、以及35個整合準則，可提供作為洪災防治政策制定之指導方針與基本原則，亦可當作評估現有防災政策的工具，用來檢視現有政策不足及需要改進的地方。
The phenomenon of ‘Disaster-Recovery-Disaster’ is a vicious cycle all over the world, posing serious threat to people’s lives and property. Minimising the impact on people’s lives is a major challenge for the authorities involved. Past flood disaster strategies have been fragmented and proven ineffective in lessening damage from disasters. The research suggests that an integrated approach could be considered as the best way to the success of flood prevention. It also explores a theoretical framework of Integrated flood Prevention after the review of ‘disaster prevention theory’ and ‘flood prevention practice’. The framework, containing three levels (policy integration, resource integration, knowledge integration) and seven dimensions (integration of ideologies, integration of flood prevention issues, integration of disaster phases, integration among sectors, integration across territories, integration among disciplines, integration of techniques) along with its criteria, is suggested as an effective tool for evaluating flood prevention policies, and it also provides guidelines and basic principles for a success of flood prevention.
