中共近年經濟得以迅速起飛，主要是憑藉初期「引進來」戰略的成功。後為因應國際政經局勢變遷與國內對戰略性資源需求的大增，便鼓勵國內具有比較優勢之企業對外投資與拓展，是其「走出去」戰略之主要構想。且在「走出去」戰略架構下，憑藉其經濟實力、高鐵技術優勢及國家領導階層在外交場合的積極推銷，使「高鐵外交」成為中共繼「乒乓外交」、「熊貓外交」及「孔子學院外交」後，新啟動之另一外交形式與戰略。而東南亞國家是中共重要貿易夥伴，近年藉由「泛亞高鐵」的推動，在經濟發展、地緣戰略及能源安全等方面，與東南亞各國相連結，提升自身在此區域的影響力，突破美、日的圍堵態勢。

Over the past decades, China's economy has been growing fast while relying on the success of the Bring-in strategy during the first phase of its economic reform. Later, in response to the changes in global economy and politics and its increasing demand for strategic resources, China encourages the domestic companies to go global for investments and expansion. Under the architecture of Go-global strategy, High-Speed-Rail diplomacy has become a new type of strategy, which depends on China's economic strength, high-speed rail technique, and China leaders' actively promoting their HSR in many parts of the world. Countries in Southeast Asia have always been the important trading partners of China. In the past decades, China has been trying to link all the nations in this region together in terms of economic development, geostrategic and energy security with the Pan-Asian high-speed rail promote, which also boosts China's influence in this area and breaks the containment launched by the U.S.A. and Japan.
