The purposes of this study are threefold: First, it introduces a new approach to the study of voting-the collective choice theory. Some criteria for judging the fairness of voting methods are briefly reviewed, and some commonly practiced voting rules are examined in this study to show that none of them fully satisfies the theoretical conditions of fairness. Secondly, it utilizes the same criteria for judging voting methods to investigate the fairness of legislatorial election currently held in Taiwan area. This study shows that the manipulation or the arrangement of ballots is very possible, in fact, very effective under current voting system. Consequently, it is unfair to both voters and candidate is chosen from one electorate, is recommended in this study for future revision of the current voting system. Since only under single member district system, the manipulation of ballots could be completely avoided.
