The author discusses language analysis in policy communication and negotiation of the Formosa Plastics Group's trying to set the 6th Naphtha Cracker in Ilan from 1986 to 1988, including framing, reframing and issue development, bargaining arguments, and facework with local government, local environmental protection group, Industrial Development Bureau, and Environmental Protection Administratin. Due to the inactivities of Industrial Development Bureau and Environmental Protection Administration, the lack of language skills of the Formosa Plastics group, and the activities of local government and local environmental protection group against the setting of the Cracker in the negotiative processes, the Formosa Plastics Group finally failed to set the Cracker in Ilan.
