關稅暨貿易總協定己簽訂，世界貿易組織將成立，國際新政經秩序已形成，對公共政策研究造成新挑戰：一、公共政策研究的國際化。世界已成為一個地球村，任何一個國家的公共政策均受國際環境的衝擊，研究公共政策要有充分的國際資訊及世界觀。二、吸納經濟學的分析力。以自由市場機能配置國內、國際資源，達到巴瑞多最佳效益，經濟分析力有助於公共研策的研究。三、著重政策互動過程中的典則。政府的權威，以及在社會的霸權已在國內逐漸式微，政策制定有賴各社群團體建立並維繫共同的規範，而國際上則需一套「減少衝突、維持公平及促進和諧」的典則。四、強化政策談判的研究。政策溝通、協調、談判逐漸取代政策規劃。政策談判在國際新政經秩序越複雜。國內外談判交相影響政策之制定。談判的研究越重要。
A new international politico-economic order is coming after GATT was settled. It offers new challenges to public policy studies as: L intcrnationa1ization: The world became a global village, Any domestic policy will be impacted by international environment. 2. need of more economic analysis: In the free market, without protectionism, economic analysis is necessary and sufficient to public policy studies. Traditional policy analysis is powerless. 3. emphasizing regime: After hegemony both in national and international systems, regime is required to limit conf1ict, ensure equity and facilitate agreement. 4. more relying on policy communication and negotiation. Po1icy happens in a very complicated interactions in which international bar­gaining and domestic politics mingle.
