     本研究係探討美國公共部門勞雇雙方。未能就工作時間、工作規則等 應以口後協商方式決定之工作條件達成協議而引發僵局,如何處理之方式。由於 公共部門所提供之服務與勞務具獨占性、對國計民生之影響也比較深遠,是以發 生僵局時,無論聯邦政府或州政府均審慎處理。其主要處理方式包括調解、事實 調查及仲裁,其目的在提供多種管道使僵局有轉圜之機會。至於公共部門員工是 否有罷工權,各州有不同之規定。然而,即使在有罷工權之州(如威斯康辛州), 對提供民生必需服務員工之罷工權,也有很多限制。
