結構上的缺失，常是機關組織效率低落、衝突不斷的原因之一。我國立法院雖然在第二屆立法委員選出後，解決了民意結構不合理的問題，但歷經數個會期的運作，人民對立法院議事效率低落、法案嚴重塞車等功能不彰，實已無法忍受。究其因，國會的相關制度與組織並未隨政治發展與議事需要而予修正，實難辭其咎;所以要立法院有良好的議事效率，組織上的研究與改革刻不容緩。本文是以組織角度，對立法機關的類型與結構作了初步的比較分析，論述英、美、德、法、日、以及我國的立法機關組織現狀，期能取他山之石，做為我國立法院改革的借鏡。

　　　　　Structural defects are the causes for poor efficiency and continuing conflicts inthe legislative organization. The Legislative Yuan in Taiwan has solved the problemof unreasonable structure after the election of the second term legislators. However,the public are not satisfied with the operation of legislative bills, especially theprocedure's poor efficency and serious time lag in the Legislative Yuan after theexperiences of several sessions. The main reasons are that the old congress systemand organization keep effective for a long time, and not revised according to thepolitical development and modern legislation process. From the viewpoint of organization, this article tries to make a preliminary-analysis and comparison with regard to the type and structure of the congress of UK,USA, Germany, Grance, Japan, and ROC. There are some suggestions for theorganizational reform of the Legislative Yuan in Taiwan.
