     本文由政策的觀點檢視早期療育政策的理論與模式。並依此分析臺灣兒童福利法內有關早期療育政策的規定。作者認為早期療育對身心障礙兒童的發展就理論與實證來說皆相當重要。但是國內引進該項政策與制度時並未釐清它背後的理由,亦未清楚的定位我們的模式。因此,兒福法雖有規定但仍不足以確切實施早期療育政策。
