　　　　　本文目的在於探討軍事政權的特性及其運作。除涉及軍事政權的特性、類型以外，置重點於軍事政權的運作和表現，包括政權合法性、國家整合、經濟政策、執政能力、以及現代化問題。內容要點如下：（ 1 ）軍事政權基本上具有威權結構特性；（ 2 ）對於類型區分，學者意見不一，主要是指政府由軍人直接或間接掌控；（ 3 ）軍人政府的統治風格是權威式的決策方式；（ 4 ）難於促進政權的合法性；（ 5 ）國家整合困難，群體分裂並導致國家瓦解；（ 6 ）傾向保持經濟現狀；（ 7 ）軍隊對於現代化的作用，因國而異，是助力，也可能是阻力；（ 8 ）總的評估，軍人政府的運作大多數是失敗的。如與政變前的文人政府相比，其績效顯然更差。
