　　　　　在本世紀的人類社會存在著一些共同的特徵與趨向之前題下，文化的概念與文化 政策在當代社會科學的關心與討論中，也有著一些必須被揭露的觀點。尤其是臺灣社會從經 濟大國邁入文化大國之際，透過區域性、世界性的互動以及西方社會科學的學習與參酌，文 化政策的制定相較於西方國家更是碰觸到其消費性、系統性的困難。在政策的溝通與產生的 過程之中，文化理念與意識型態之間的互相成長，在臺灣政治文化中也體現了特定的社會現 象。文化理念的堅持在開放的社會中表現出來的文化「中心」，在當今人類文明與世界觀的 論證之下，也同時地表現出自己本身的解構。
　　　　　On the premise of a certain characteristics shared by the mankind of this century, some concepts of culture ad cultural plicy need to be studied and discussed by the experts of social science. Especially when Taiwan forges ahead and expects herself to become a developed country, in comparison to the West, Taiwanese people confont with great difficulty to regulate cultural policies, which are a complicated task due to the blooming of diverse ideologies rooted in Taiwan or imported from the West. With the growth of these cultural phenomenons and as people maintain unyieldingly a certain type of cultural "logas", the logas (center) decentralizes itself.
