　　　　　本文旨在探討台北市都市更新政策的發展，以及分析台北市近期都市更新政策的本質。首先，經由台北市都市更新工作的推動及實施過程的分析，來瞭解台北市過去在地方政府主導下都市更新工作的特質，並說明台北市近期的都市更新政策與都市更新工作的推動，如何受到土地商品化與經濟發展壓力的影響，以及在都市與全國性政治結構轉變中，如何強化地方政府積極獎勵私部門投資的都市更新政策，並且促使中央政府積極的再介入，以都市更新做為振興經濟的策略，同時以促成眷村全面改建來鞏固中央政府的權力基礎。接著，從台北市近期都市更新推動與施行過程所呈顯的作用者複雜化和新的權力作用關係中， 進一步剖析都市更新政策在台北市老舊市區再造上所具有的政治與空間意涵。
　　　　　This paper aims to analyse the changes in the urban renewal policy for Taipei City and to assess the nature of its most recent development. It begins with an analysis of the development of urban renewal policy for Taipei City, with a view to understanding the main features of the policy, which has been led mainly by the local government for the past two decades. The paper discusses how the development of urban renewal policy have affected factors such as the commodification of land, the change of urban regime, and the general economic conditions. The combined effect of this development have resulted in the complication of social trends and the formation of new administrative structures related to urban planning. The political and spatial implications on the redevelopment of old Taipei City in with reference to these changes are discussed
