對美國和歐盟的高等級中心城市的發展規律和經驗開展了系統研究,發現美國和歐盟的高等級中心城市呈現顯著的多中心分布格局,功能分工高度扁平化,面向全球、國際和國家各層級的城市體系完備等規律和特征。基于美國和歐盟經驗,研究認為應從國家公共治理角度,對國家中心城市的政策內涵進行重新認識,突出國家中心城市的政策內涵和戰略意圖,將國家中心城市作為貫徹落實國家發展戰略的重要平臺和戰略支點。應立足長遠戰略視野,循序漸進培育一大批扁平化功能分工的高等級國家中心城市,代表中國參與國際競爭、支撐國家整體長遠發展。同時應深入明確和落實國家中心城市的戰略職責和發展建設要求,確保國家戰略意圖、戰略目標、戰略任務得到有效貫徹和落實。

This paper tries to reveal the law of the high-grade central city development in the US and the EU. It shows that the high-grade central cities are in a polycentric-distribution with a flattening function-system and an urban system coping with globalization. Based on the experience of the US and the EU, the researchers reckon that the policy connotation of the National Central City should be reconsidered in the state public governance aspect. High-grade central cities should be the platform and strategic fulcrum of the nation. A large number of central cities with flattening functions should be cultivated in China to participate in the international competition and to support the national strategy. At the same time, the strategic missions and construction requirements of the National Central City should be defined so that the strategic intentions, objectives and missions could be implemented.
