Higher education internationalization means higher education institutions’ dynamic reform, is the inevitable destiny of higher education in the globalization era. Higher education possess both economic and culture properties, they has formed "center" and "periphery" in higher education internationalization field. Economic property includes the elements such as production, service and consume, scattering in the "periphery"; culture property includes facilities, systems and concepts, assembling at the "center". The essence of higher education internationalization is the dynamic interaction between higher education institutions, in which the economic elements scattering in the periphery are more active; the culture elements laying at the center show a certain kind of hysteresis. In the process of higher education internationalization, higher education institutions economic elements’ interaction shows the three characteristics of openness, sensitiveness and diversity; culture elements’ interaction shows penetrability, sluggishness and repellency.
