[目的/意義]從開放定義入手,通過剖析國際上的開放政府數據原則,探討我國在開放政府數據中基礎數據的政策方案。[方法/過程]采用政策文本分析方法,從開放定義和開放政府數據原則中提煉政府數據要達到的要求和標準,明確政府數據滿足開放的基本要求,進而為我國開放政府數據中的基礎數據問題提供政策建議。[結果/結論]通過分析,文章認為應在遵循國際開放定義和開放數據原則的前提下,明確開放政府數據的數據格式;建立基于數據生命周期的數據質量保證框架;建立政府開放數據的元數據標準和政策。

[Purpose/significance] From"Open Definition",this paper analyzes the international open government data principles,and explores the policy resolutions for basic data in opening up government data in China. [Method/process]By the method of policy document analysis,the requirements and standards that need to be achieved by government data are extracted from"Open Definition"and open government data principles. This can provide policy recommendations for basic data issues in open government data. [Result/conclusion] Through policy documents analysis,the paper recommends that the data format of government data should be clearly defined on the premise of complying with international "Open Definition"and open government data principles,data quality assurance framework based on data life cycle should be established,and metadata standards and policies for opening up government data should be formed.
