開放政府數據研究旨在推進開放政府建設和大數據戰略。文章利用文本分析與案例研究法對我國地方政府開放數據準備、實施以及成效進行調查與分析,建議我國地方政府開放數據從三方面優化:建立與優化開放數據制度體系、升級開放數據門戶、深化開放數據的社會化應用。

Studies on Chinese local governments’ open data could contribute to the construction of open governmentsas well as the promotion of China’s big data strategy. Adopting both methods of discourse analysis and case study,this paper makes an investigation on Chinese local governments’ open data policies and portals,focusing on theirprogress and problems. In the end,it proposes that Chinese local governments should build up an optimized systemof open data,update their open data portals regularly,and deepen the social use of open data.
