The purpose of this study is to discuss the implementation of the 12-year national basic education, the compilation, approval and review process of the curriculum outline and textbooks in the social field, and the interpretation of content by all sectors of society. There is a gap in the definition and interpretation of different terms in the outline, which causes disputes and conflicts. ; Therefore, by analyzing the changes in the curriculum syllabus and the differences in interpretation positions during the review process, it highlights the checks and balances and compromises of different power levels in the system. In this issue, through literature review and analysis, and interviews with syllabus training committee members, syllabus review committee members, textbook editors, textbook review committee members, textbook supervisory unit researchers, and practical experts from different counties, cities and positions, a total of 19 interviewees were interviewed. Cross-examination, analysis of Taiwan's new curriculum as a soft curriculum, but the system and interpretation standards of the authorization and implementation process actually show power inequality, highlighting that Taiwan seems to pursue democracy, but it has not been able to have a stable and sound system Research and feedback mechanisms are used to balance ideological conflicts, so in the end there are phenomena such as urgent textbook submission, lack of pre-service training for teachers in the social field, and one-sided on-the-job training and supplementary mechanisms.
In the past 20 years, Taiwan's social science textbooks have been compiled. After the private editions were opened, whenever "ideological disputes" were encountered, "the development and deliberation of the syllabus", "the editing and review of textbooks", and "the interpretation of classroom teaching" There is a gap between the content of the subject and the implementation of it. These gaps have been systematically analyzed through research and analysis. Teaching in the social field not only involves the teachers’ understanding of the connotation of the subject and the application of teaching methods, but is also affected by the course of course outline interpretation, training and review. The evolution process involves The impact of power structure, the adjustment of consensus cohesion and compromise. Therefore, social textbooks are influenced by the essence of history, geography, politics, economics, law, anthropology, philosophy, etc. Analysis can analyze the relationship between the field outline and textbook content and implementation, so as to understand the process of textbook research, compilation and use, explain the impact of social power structure, and find solutions from system analysis.
