The 1996 National Development Conference draws up a reinvention plan forTaiwan's administration. In July, 1997, the National Assembly passed the constitutionalAmendments, changing the province-county administrational Systems and officiallykicking off the reinvention work for the R.O.C administration. Following the expiration the first & last elected governor's term, Taiwan ProvincialGovernment must be downsized to six divisions, five offices and two commissionsbecause of the constitutional Amendments, the Central government set up more than 20branch offices to contain the late provincial government employee for concerns of realityand stability, these sectors .however are only temporary until the Legislature pass morethan 200 organizational laws. Many people still worry about the personnel cut-down ,as the results of governmentreinvention, might cause the replacement of elite officials by inferior workers, and thesimplification of government structures might make the coordination difficulties . Takethe reconstruction of 921 earthquake for example, the lack of appropriate executivesector caused by the government downsizing has led to the inefficiency in rescue andrebuilding works. After the failure of the 2000 presidential election of the Kuom intang, the Chen-Tang system has formed and has to give prority to the adjustment of the functions, andefficient administration. This subjects is to discuss the changing bureaucracy of Taiwan from the perspective of the government reinvention, the new challenges and the interaction between themarketing, the bureaucracy and the supervision on policy implementation.
