Under the current policy for government restructuring, the major purpose of this study was to propose a plan on re-organizing the administrative boundary among the 22 public employment service stations in Taiwan area. A composite index, constructed from 20 indicators on measuring the general activities of employment service, unemployment insurance, and employment promotion, was used to evaluate the working loadings among the 22 public employment service stations. As a result, the rankings of the stations are respectively Hsinchu, Hualien, Jungli, Sanchung, Junghe, Banchiau, Lo-tung, Douliou, Chiai, Chaujou, Shinying, Changhua, Miaoli, Shalu, Taitung, Fengyuan, Gangshan, Fengshan, Beigang, Yue-li, Nantou, and Penghu. In addition, 17 indicators of labor statistics were used to measure the general demand for the employment service in each county of Taiwan. The result indicated that the rankings are: Taipei county, Taoyuan county, Taichung county, Kaohsiung county, Tainan county, Taichung city, Changhua county, Tainan city, Pingtung county, Yunlin county, Keelung city, Miaoli county, I-lan county, Hualien county, Chiai county, Nantou county, Hsinchu county, Chiai city, Hsinchu city, Taitung county, and Penghu county. Finally, the total 22 stations were classified into four types of category by using cluster analysis, and the implications for the policy on government restructuring were discussed.
