For the vigorous wild spreading atmosphere of exercise over the whole country, the local organizations play an important role to set it into action. School education, however, is a critical period affect the development of human beings afterwards. It is, not only to help people to shape personalities, but also responsible to bridge them to the society. Thus, having objective measurement criteria is vital for the effect of advancing exercise and satisfy the attempt of encouraging driving physical education on campus and put it into practice. This survey, based on the analytic hierarchy process developed by Saaty in 1971, examined these questions hierarchically, structurally and numerically. It involved two hierarchical models of measuring factors and criteria and developed objective and practical norms for the impetus of effective measuring criteria on campus. The intention of this survey was, therefore, to supply data to the relevant administrations for the establishment in the near future.
