科技的應用對於現在人類生活已有重大改變，立於人類生活基礎之上的法律規範，也終將有所改變。本文理解截收、監聽他人通訊方法與內容；裝設追蹤器定位、追蹤個人行動；在他人住宅上方拍照乃至於對於他人住宅內以紅外線影像探測，無不提升人類自然感官所欠缺的偵查能力。令人憂心的是利用衛星進行偵查不僅可以將上述四種電子偵查技術完全結合，恐怕還有令人意想不到的技術。然而其所帶來更龐大的負面效應卻不得不加以面對，特別是大量倚賴電子產品的現代社會，利用衛星進行大規模偵查、掌控他人居家、行動、通訊等日常生活全貌，想必下是難事。如何於發展先進衛星偵查科技同時兼顧個人隱私權不受侵害，本應即早未雨綢繆、以為因應。

　　　　　Technologies have changed human lives, and ultimately changed laws and regulations. The author surveys all high-tech equipment used in criminal surveillance and administrative investigation, such as penregistering, wire tapping, GPS, and infrared rays; taken as a whole, surveillance capability has made possible what human beings previously lacked. Using satellite equipment together with all other forms of electronic surveillance, we shall face unprecedented invasion of personal privacy. How to balance the needs of official investigations and the protection of personal privacy is the major issue of discussion in this article.
