Technologies have changed human lives, and ultimately changed laws and regulations. The author surveys all high-tech equipment used in criminal surveillance and administrative investigation, such as penregistering, wire tapping, GPS, and infrared rays; taken as a whole, surveillance capability has made possible what human beings previously lacked. Using satellite equipment together with all other forms of electronic surveillance, we shall face unprecedented invasion of personal privacy. How to balance the needs of official investigations and the protection of personal privacy is the major issue of discussion in this article.
