The topic of the Internet interconnection settlement is of significant importance, especially in Taiwan, because the Internet is a network of networks and the exchange of traffics of each internet end-user can only work under the interconnection agreement of ISP's. However, The Taiwanese Telecommunication Law only imposes the interconnection obligation on the Type I telecommunication business. Moreover, the regulation on the interconnection settlement only applies to the interconnection of the physical telecom apparatus and that of the public circuit switch networks used to provide the traditional telephony service. For the well beings of the ISP market in Taiwan, this essay argues that the concept of interconnection shall be applied to the Internet interconnection. Also, the Telecommunication Law shall be amended to impose the interconnection obligation on the Type II business.
