In terms of our current diplomacy constraints, part from the constant unreasonable pressure of China, since long ago we can't enter international society because of the limit of the 'One China' policy. As a matter of fact, this diplomatic constrain can be sourced from the confusion of Taiwan and The Republic of China, because the issue of 'The Republic of China' not being able to join the international community is different with the issue of 'Taiwan' not being able to join the international community. The issue of the former should be discussed with the government inheriting the theory of International Law, meanwhile the issue of the later is about whether a new state should establish. This essay proclaims that although the action taken by Taiwan in joining the international community has connection with the influence of China's government, it is mainly due to Taiwan's insist on 'returning' to international community instead of joining with the name of an 'independent International Law main body'. If Taiwan continue to call ourselves 'The Republic of China' in international society, this behavior will continue to increase the confusion of international society and the question of representation of China will stay since 'The Republic of China' is an old government of 'China'. It's very difficult whether to explain 'One Country, Two Governments' or to state 'One Country, Two Seats'. 'One China' has been the mutual recognition of international society, The People's Republic of China has been the only Chinese government that international society acknowledges. If the name of 'The Republic of China' is kept used by the Government of Taiwan, sooner or later Taiwan be considered a province or one part of China.
