社會品質在香港是一個新的概念，本文嘗試引用社會品質、其四項實證範疇及有關指標，來評估香港的狀況。從分析指出，以香港的情況而言，透過社會援助及各項社會福利服務，社會經濟安全是得到最基本的保障，但在其它三項實證範疇，包括社會凝聚、社會融合及社會充權，近年來，雖然對兩極化、歧視及社會排斥等問題，已有較多關注及資源投入，但表現仍然是差強人意的。這種整體的社會品質狀況，正正表現出政策制定者的政策優先次序，亦反映香港社會各持份者的價值觀念。

The concept of social quality is new to Hong Kong. This paper attempts to give an overview of social quality in Hong Kong by applying four empirical dimensions and related indicators to the available data. While socio-economic security in Hong Kong is basically protected by the social assistance system and other social services, achievements in the dimensions of social cohesion, social inclusion and social empowerment are still not satisfactory, though in recent years, more attentions has been paid to the issues of growing polarization, discrimination and social exclusion. The state of social quality in Hong Kong reflects the policy-makers' priorities, and the stakeholders' ideologies that shape these priorities.
