人類發展與貧窮落後的問題，一直是發展中國家自第二次世界大戰以來所面臨的重大議題。已發展國家透過政府發展援助，不斷經援發展中國家，但皆未看到明顯的經濟發展成效，進而使人類普遍貧窮落後的問題，一直無法獲得澈底的解決。公元2000年的千年發展目標，即是代表聯合國的試圖採用務實的方法，解決人類的發展問題，改善與提升人類的生活水準。根據千年發展目標，其主要所追求的議題，乃是消滅貧窮、保障人權，以及國際發展合作等。聯合國並同時號召國際組織、區域組織、國家政府、地方政府、社區，以及非政府組織等，共同攜手合作，以實際且務實的方法，解決人類發展的問題與困境。為此，第三世界國家必須為本身的發展負起實際責任，並與西方援助國家建立合作夥伴關係，此即為當前國際社會所極力推動的國際發展合作。國際發展合作強調以人為中心的價值，並鼓勵由發展中國家的政府與民間，共同參與擬訂和執行發展項目，其主要目的即在於建立受援國的自我治理概念。故對聯合國而言，倘能推動國際社會各層級的協調與合作，再配合以喚起發展中國家政府與民間的責任感，則必然有助於第三世界國家發展目標的達成與改善。

The issues of human development and poverty have been the major themes for most of developing countries to tackle with, ever since the end of the World War II. Although developed countries have offered official development assistance toward the recipients, they have still failed to enhance the latter's rapid economic development. Consequently, United Nations' Millennium Development Goals (MDG) has thus endeavored to practically resolve the problem of human development. For the first time ever, the MDG encourages the cooperation among international organizations, regional organizations, national government, local government, communities and NGOs. In order to achieve the targets of MDG, three topics need to be paid great attention and then put into effect, that is, poverty reduction, secured human rights, and development cooperation.
