The purpose of this study was to explore the perception of the local staff toward the foreign nursing assistants working in elderly care institutions. A purposive sampling was conducted 15 employees in an institution in Hsinchu City. The findings found the tran-cultural, environmental and personality characteristics were the vital factors to affect the organization performace. The management of foreign nursing assistants was too much relying on the companies of the foreign labors recruitment. This status will affect the independent role for the management of the foreign nursing assistants of the elderly institutions. We also make many suggestions for the managers of elderly care institutions and the government authorities based on the results.
