隨著週休二日的實施，使得社會大眾對於休閒運動的需求也越來越多。尤其到了夏天，許多人更熱衷從事水域運動。然而，由於太過熱衷活動的樂趣，反而忽略了水域潛藏的危險，以致溺水事故頻傳，因此，教育部與行政院體委會，相繼推出提升學生游泳能力的計劃，但由於政府一連串的政策下，讓學校的體育課程成爲執行的單位，而體育教師則是落實政策的第一線人員，基此，本文即旨在探討我國學生，學習游泳運動之環境安全與風險管理，並提供游泳課程應有的安全措施，預防意外的情形發生，當有發生意外的可能性時，體育教師能立即做適當的處置。

Following with the practice of every weekend taking, the public is demanding to the leisure sports more and more. Especially in the summer, many people are active to involve with water activity. However, as the people are enthusiastic about activity, the risk hiding in water will be neglected easily caused of the drowning accident. Therefore, the Ministry of Education and Sports Affairs Council, Executive Yuan have launched proposals to promote the student's swimming ability sequentially. Owing to a serial of Government policies, the Physical Education in school has becoming an Executive Unit and PE Instructors are first-line staff to apply policies in practice. Based on this, this topic will discuss our Taiwan students in environment safety of swimming learning and risk management and provides the proper safely measures in swimming lessons to prevent accidental situation happened. When the possibility of accidents occurs, the PE instructors will be able to ensure appropriate disposition and handling.
