The Principle of Unitary Information forms a complete set of preventive measures in Japan. However, as a part of unitary information, count system covers a broad range of law proceedings, such as the count changes, additional supplements, withdrawal, law theories based on count system as well as any effects on law violation. Therefore, the Principle of Unitary Information itself obviously has more than the meaning of unitary information. In addition, although Japan's law system adopts the principle, the exceptional cases also triggered special procedures unavailable to fit unitary information. Under the circumstances, other measures need to exist to deal with particular conditions so that when doing research, especially on comparison laws, the researchers require broader views to carry out law studies. As a result, lack of necessary measures may cause contradiction or even irreconcilable conflicts within a legal system.
