Over the past three years, the total length of bicycle paths in Kaohsiung city has extended to 250 kilometers. So far, efforts to promote bicycling in Kaohsiung city have focused on building bike paths and bike lanes. In order to promote cycling, this article uses information from experiences of Dutch, Danish, French, and American cities, to propose programs designed to reduce driving and increase use of transit, walking, and bicycling; promotional events that encourage commuters to try bicycling; Safe Routes to School programs; free mass recreational programs where streets are temporarily closed to motorized traffic and reserved for use by pedestrians, runners, rollerbladers, and cyclists. Other key strategic access programs and promotions were also suggested.
