The research contains a comprehensive analysis of Teacher Certification System in Japan through literature review and document analysis methods. The main idea of this study is to explore the implementation procedures of Teacher Certification System in Japan, in order to learn how it works and the background of Teacher Certification System in Japan. The goals of this study are as following: 1. To understand the current situation of Teacher Education System in Japan. 2. To analyze the procedure of Teacher Certification System in Japan (with regard to related laws and regulations; the responsibilities of members in certification authority; books, instruments, equipment, space and budget of teacher certification system; teachers, curriculum and instruction in teacher certification system; implementation procedures of teacher certification system). After clarifying the abovementioned goals, the research proposes some valuable conclusions that could enrich the content of Teacher Certification System, and provide some reference material about the related research into promoting teacher professionalism. The main findings of this study are that the Japanese system is getting rid of the Marxist model of education administration to break the previous direction of reform and aims to strengthen teacher professionalism in Japan. Also, the administrative management has reformed from a restrictive mode before events to a remedial mode after events. In addition, the system is strengthening the functioning of Valid Certification Update System and the reform of self-responsibility for evaluation to enhance the standard of current and future professionalism of teachers. Hence, teachers will be required to be responsible for their own professional performance and they will not be able to rely on the protection of the government. In a word, the professionalism of teachers will truly enter the era of testing.
