The emergence of a hegemon suggests an imbalance in the distribution of international power. The balance of power is not necessarily the result of the international system, but instead, it requires some necessary conditions. Nevertheless, hegemons usually initiate a countervailing alliance against a rising power. A hegemonic states manipulate the off-shore balancing strategy in which the target is the primary rising power, which faces balancing measures from her neighboring states. The strategic interactions among the United States, China and India reveal that a hegemonic state tries to maintain her global domination through her asymmetric relations with the rising powers for the purpose of checking the primary emerging power’s development.
