2008年全球金融風暴之後,東亞是國際貿易增長最快的地區,東亞成為全球經濟發展的焦點。長年以來,在東亞,臺灣對菲律賓的貿易順差僅次於中國大陸,臺灣與菲律賓是重要的貿易夥伴,使臺菲經貿合作關係日益受到重視。
本論文的主要研究問題是「東亞區域經貿架構(regional trade and economic Architecture)在經濟相互依賴(economic interdependence)與權力均衡(balance of power)的作用下,形成的臺菲經貿合作關係為何?」首先,從區域經貿的制度環境(institutional environment)、區域經貿的治理機制(governance mechanisms)、區域經貿的制度安排(institutional arrangements)觀察東亞區域經貿架構的發展。其次,東協集團(ASEAN groupings)是東亞區域經貿架構的核心,而菲律賓是東協集團(ASEAN groupings)的成員國,分析臺菲經貿合作關係的發展,也許將有助於研擬臺灣參與東亞區域經貿架構之戰略。
依據研究分析的結果,提出東亞多邊經貿架構與臺菲雙邊經貿合作之間的政經意涵;意涵包括(1)經濟相互依賴與國家權力均衡共同影響著東亞區域經貿合作的深度與廣度。隨著中國大陸在外交、經濟、軍事等領域的崛起,中國大陸積極參與東亞區域經貿架構的進程;顯示,東亞區域經貿架構呈現政經互動的發展趨勢。(2)在東亞,臺灣受到中國大陸外交政策的影響,導致臺菲自由貿易協定的進程緩慢;顯示,東亞權力均衡狀態制約著臺灣參與東亞區域經貿架構。換言之,臺菲經貿合作關係呈現政經分離的狀態,此狀態與東亞區域經貿架構的政經互動趨勢相異。(3)臺灣與菲律賓之間有許多經濟相互依賴的成功經驗,同時,由於兩岸關係,使臺灣在東亞的國際政治角色具有獨特性,故臺灣宜審慎地推展臺菲經貿合作關係。
After the financial crisis in the year of 2008, East Asia is the region with most rapid growth with regard to international business, which makes the region the focus of global economic development. In the past decades, Taiwan, as one of the important trade partners to the Philippines, its trade surplus to the Philippines ranks only second to Mainland China, which makes the economic and trade relations between Taiwan and the Philippines too significant to ignore.
This dissertation asks: how does economic interdependence and balance of power shape Taiwan-the Philippines economic and trade relations under East Asian regional trade and economic architecture? First, this study analyzes the development of East Asian regional trade and economic architecture by examining the institutional environment of the regional economic and trade, the governance mechanisms of regional economic and trade, and institutional arrangements of regional economic and trade.
Second, the Philippines is one of the member countries of ASEAN groupings which are regarded as the central part of the East Asian regional trade and economic architecture. Therefore, analyzing the development of Taiwan-the Philippines economic and trade cooperation benefits Taiwan’s strategy-making of its participation in the architecture.
The study refers to both economic and political implications according to the research results, which include: first, economic interdependence and the balance of power together exert impact on the depth and width of regional economic and trade cooperation in East Asia. With the rising of China in diplomatic, economic as well as military aspects, China has been aggressively participate in the process of East Asian regional trade and economic architecture. Second, Taiwan has been influenced by China’s foreign policy which slower the development of FTA between Taiwan and the Philippines. Taiwan has been constrained by balance of power system in East Asia which prevents Taiwan from participating East Asian regional trade and economic architecture. In other words, the separation of politics and economy among the cooperation between Taiwan and the Philippines contrasts with the interplay of politics and economy inside the East Asian regional trade and economic architecture. Third, Taiwan and the Philippines share many successful experiences of economic interdependence, and meanwhile, because of the Cross-strait relations, Taiwan has unique role in East Asian international politics. Based on the abovementioned reasons, Taiwan should cautiously proceeds the cooperative relations with the Philippines.
