2000年，英國教育部長Blunkett曾在《格林威治演說》（Greenwich Speech）中表示，「全球化已成為新的溝通模式」（Clegg, Hudson, & Steel, 2003, p. 41）。此演說儼然認定全球化日益擴展和加深的過程，持續對世界各國相互聯繫的關係產生影響（Nixon, 2005, p. 45）。相對的，高等教育開放市場也成為全球化經濟競爭的一部分，高等教育生態逐漸轉變，舉凡師生日常生活的形式、吸收知識的途徑，以及教育內容的選擇等，無一不深受影響（Bunt-Kokhuis, 2004, p. 270）。尤其是全球化經濟法則賦予知識無限價值，社會大眾勢必付出昂貴代價換取知識，更凸顯出高等教育承擔知識轉移的重責大任（Hameyer, 2007, p. 412）。
