本文從後現代的解構主義哲學審視黑堡宣言所提出之以過程導向界定公共利益的主張，發現二者之間哲學思維具有高度一致性，並且此一過程取向的主張呼應了後現代主義論者所謂之語言賽局的概念，可為公共對話帶來一定程度的啟發。因此本文，首先闡述了黑堡宣言所主張的界定公共利益之途徑，說明過程取向的意涵；其次，探討了解構主義的哲學觀點，指出其中蘊含之語言賽局的論述基礎；最後，將過程取向的界定公共利益途徑和語言賽局的論述做一結合，呈現其中後現代思維所帶來的啟發。

This article reviews the idea “process oriented definition of public interest
(process orientation)” that was suggested by the Blacksburg Manifesto in 1988.
The author thinks that the idea “process orientation” is similar to the
postmodern deconstructivism proposed by Jean Baudrillard and consistent with the
idea “language game”. This article, therefore, elaborates on the idea “process
orientation” in the first place. Then, the author analyzes the philosophy of
deconstructivism and points out its meanings to language game. Finally, the
author tries to estimate the inspirations to public dialogue from the concept of
language game.
