資通訊數位科技的快速高度發展與網際網路廣泛地使用，資訊社會中數位匯流的趨勢已經使得諸多產業許相關法規皆產生所謂匯流的現象,於通訊傳播產業原本各自獨立的電信、廣播電視、網際網路業者皆要正視其產業的匯流與相關法規的匯流等諸多議題的挑戰。資訊社會因數位資通訊網路科技快速且高度發展下，其所產生的一股強大的數位匯流發展趨勢與洪流，但因其所牽涉範圍過於龐大，本文限於篇幅，僅限於討論在數位匯流趨勢下的我國通訊傳播匯流法制發展與問題。首先，本文擬先簡單討論關於當今吾人所身處的資訊社會中數位匯流發展與我國政府相關政策規劃與相關通訊傳播匯流法制之因應，並檢視我國通訊傳播匯流相關法制的進程，進而說明在當今數位匯流趨勢下，通訊傳播主管機關國家通訊傳播委員會所提出的未來我國通訊傳播匯流法制規範。

With the speedy advancement of the digital informational technology and wide useof the Internet, digital convergence trend has made various industrial regulations move on to regulatory convergence. The information communication technology industries will be digital convergedand various telecommunication industries, such as telecommunication, broadcast andtelevision are also the same.Internet service provider and various users will face many challenge issues from the industrial and regulatory convergence. Such the development of digital informational technology and wide useof the Internet, this digital convergence trend in the current informational society will effect to amounts and complex fields. This paper will focus on the digital convergence of information communication technology industries and the telecommunication industries and the regarded development support policy from the government and examine that Taiwan’s National Communications Commission current legal task about establishing the convergence of information communication regulations.
