由於雲端運算服務具有經濟、簡單與便利的特性,使得許多企業逐漸調整傳統的資訊服務模式而改以雲端運算服務為主要的資訊處理方式。因此,雲端服務供應商在開發雲端服務產品時,必須有效評估及掌握影響企業採用雲端運算服務的因素。事實上,有許多量化與質化的因素會影響企業採用雲端運算服務的意願與決策。同時,在考量影響因素重要程度的評估過程中,由於決策者的主觀判斷具有模糊性,常常不容易明確地表達他們的意見。為此,本研究以模糊理論為基礎,利用區間值模糊集合來表達決策者主觀判斷,進而透過區間值模糊層級分析法,計算影響因素的重要性。同時,本研究也提出模糊一致性指標,以計算決策者主觀判斷的一致性程度。藉由問卷調查與因素分析,本研究將影響企業採用雲端運算服務的因素分為四大構面,13個指標。透過個案的實證結果顯示,在影響構面的重要性方面,以「系統品質」為最重要,其次依序為「使用者認知」、「市場效益」及「技術能力」。
Recently, many enterprises consider to adjust traditional information services model gradually and transform into cloud computing services model because the benefits of cloud computing service. However, the different industries need the cloud computing services are different from their characteristics. Therefore, the cloud computing suppliers should evaluate the influenced factors for enterprise effectively before developed the services. In fact, many factors and indices will influence the willingness of enterprises to use the cloud computing service. The importance evaluation of influenced factors should consider both qualitative and quantitative factors simultaneously. In the evaluation process, decision makers are often cannot provide the crisp evaluation because their judgments are always subjective and vagueness. Under this situation, interval-valued fuzzy sets are suitable used to represent the fuzziness of membership value of their opinions. Therefore, fuzzy interval linguistic variables and interval-valued fuzzy AHP are applied to compute the importance of each influenced factor of cloud computing service. Additionally, a fuzzy consistency index is proposed in this paper to measure the consistency degree of the judgment of each expert. Using factor analysis, four dimensions and thirteen indices are included in the evaluation architecture. The results of case study showed that the importance order of dimensions is "system quality", "user cognition", "market performance" and "technology capability".
